1 RULES:
1.1 The Regatta will be governed by the rules as defined in the United States Sailing Associations (USS) Racing Rules of Sailing (RRS).
1.2 The Organizing Authority (OA) is the Bellingham Yacht Club (BYC), 2625 Harbor Loop, Bellingham, WA 98225.
1.3 This event is restricted to ISAF Regulation 20, Category “A” advertising.
2 ELIGIBILITY:
2.1 Open to all USS recognized one-design classes.
3 ENTRIES and FEES:
3.1 The entry fee, if paid before 1700 hrs on the 10
th of September, is $35 for single-crewed boats, $55 for double crewed boats and $70 for boats having more than two crew members. Fees paid after this date will be $40 for single-crewed boats, $60 for double crewed boats and $75 for triple crewed boats. All funds are USD’s and the entry fee includes Dinner Saturday and a pizza dinner on Sunday evening.
3.2 Entries shall be made on the Official Entry Form which is included with this Notice and a check for the entry fee made payable to the Bellingham Yacht Club.
3.3 Entry Deadline is 0930 hrs Saturday, 17 September 2011.
4 SCHEDULE OF EVENTS & RACE TIMES:
4.1 Skippers Meeting: Saturday, the 17th of September at 0900 hrs at BYC.
4.2 Racing: On Saturday, the first Warning Signal will be made at 1030 hrs. On Sunday, the first warning signal will be made at 1000 hrs. On Sunday, no Warning Signal shall be made after 1430 hrs.
4.3 1st Day’s Results: Will be posted as soon as practical on the BYC Official Bulletin Board.
4.4 Awards ceremony: 1700 hrs, 18th September 2011, at BYC.
5 SAILING INSTRUCTIONS:
5.1 Sailing Instructions (SI’s) will be available to all entrants on Saturday morning prior to the skippers’ meeting, and may be posted on the BYC website prior to the event.
6 CLASSES and AWARDS:
6.1 The event is open to one design classes with entries of five (5) or more boats. Historically, entrants have included Laser, Laser Radial, 49er, 29er, Opti, A-CAT, F-18 Tigers, Tasars, 505s, Flying Scots and others. A Portsmouth-rated class may be formed to accommodate class boats having insufficient numbers to form an individual class.
6.2 Awards shall be made as follows: Three awards for a class having five of more entries; two awards for a class with four entries racing in Portsmouth, one award for a class with three or fewer entries racing in Portsmouth. Other awards may be made at the discretion of the OA.
7 REGISTRATION and SKIPPERS MEETING:
7.1 At least one representative from each entered boat must check in or register at Saturday mornings Skippers’ meeting.
8 RACING:
8.1 The venue for all races shall be in Bellingham Bay with the start/finish lines being located generally within three miles of the BYC. The Race Committee will attempt to run at least five races on Saturday and at least four on Sunday. The warning signal for subsequent races shall be made as soon as practical after the last boat finished the previous race.
8.2 One race can constitute the regatta.
8.3 In the event that five (5) or more races are scored, one race will be thrown out. In the event that 10 or more races are scored, two (2) races will be thrown out. Thrown out races will be the sailor’s worst score(s).
9 COURSES:
9.1 The course to be sailed will be displayed on the course board displayed on the Race Committee Signals Boat. Probable courses and course layouts will be depicted in Addendums to the Sailing Instructions.
10 SCORING:
10.1 This event will be scored using the RRS Appendix “A”.
11 SAFETY:
11.1 All boats are to comply with the safety requirements contained in the class rules for the class in which it’s sailing.
12 DOCKAGE:
12.1 In-the-water dockage is available on a first come basis.
13 MISCELLANEOUS:
13.1 A cash bar will be available on both Friday evening and Saturday and Sunday afternoon/evening.
